Level 1 Department members do not work directly for the Department. They are members in little more than name, as they do not report directly to anyone, hold no specific position, and are not regularly contacted or kept informed. Level 1 members are sometime called Department friends, as they have some kind of positive relationship and history with The Department.
Most commonly level 1 agents are contacted for simple and low level jobs needed for a specific geographic region. A small town might have several level 1 agents, where larger towns might have up to a couple hundred agents, and a metropolis would have several thousand.
A level 1 agent has no authority, although most people do recognize the distinction with respect. Agents can be identified by the smartphone they carry with them, a matte black device that can only be accessed by the owner, called a Department Access Comm. The device is usable as a day-to-day smart phone, but has some additional features for communication between The Department and the agent, usually only used when the agent is being contacted by the Department. Agents can use the device to make a reports.
